A proposed €12 increase in social welfare payments has been a sticking point during negotiations, though ministers have dismissed claims of tension over Finance Minister Jack Chambers' speech.

Among the expected announcements are two additional Child Benefit payments before the end of the year and free public transport for children under 9.

Other likely measures include funding for 400 extra Gardaí, a one-off reduction in college fees, and a €250 energy credit for households.

Taoiseach Simon Harris confirmed that while there is a "roadmap" for increasing Child Benefit for lower-income families, this will not be part of this year's Budget.

With several generous initiatives expected, the Budget is seen as a "giveaway" package, fueling rumors of a possible November election, though the Taoiseach maintains the Government will serve until next spring.
