Assistant Commissioner for Roads Policing and Community Engagement Paula Hilman said education and enforcement remain vital in terms of road safety messaging.
Speaking at a road safety event at the University of Limerick, she said: "I think it's important to emphasise that the majority of people drive safely, but for those who don't, we will be out on the road, enforcing and visible on the roads."
Ms Hilman said one in three people who have lost their lives on the roads this year were under 30 years of age.
The Assistant Commissioner said An Garda Síochána would continue to collaborate with all partners on the Road Safety Partnership Board, with the Road Safety Authority and the Department of Transport and Department of Justice.
Asked whether punishment measures were sufficient to deter reckless driver behaviour, she said these issues are a matter for legislators and for the courts.
"We welcome anything that will reduce death and serious injury in our roads and there are certain issues like this legislatively that the Department of Transport, are looking at and I'm sure the relevant ministers will be bringing those forward."
